Yes, you can promote your youtube channel through Google Ads. And let me tell you that Google Adsence and Google Ads are not same but company is same. Google Ads is used for advertising whereas Google Adsence is used by publishers. 

But never buy youtube subscribers from other website or from third parties because if you do like this then your subscriber will be remove by google. Because Google doesn't allow to  buy subscriber. If you really want to buy subscriber then join with Google Ads.

Youtube keep on updating  their policies so i cannot say exact but you can read policy of youtube. If you want to advertise with Google Ads then you have to invest money.
